James Owen Howe Appointed Associate General Counsel
| LITTLE ROCK — James Owen “JayO.” Howe has joined the Office of General Counsel at the University of Arkansas for Medical Sciences (UAMS), effective March 2.
Howe, who will work as associate general counsel and handle export control, Title IX and miscellaneous institutional issues, comes to UAMS from the Arkansas attorney general’s office. He served as assistant attorney general in the civil litigation division, beginning in 2011, and appeared regularly in the United States District Courts and in the Eighth Circuit Court of Appeals.
Prior to that, he was a public defender in the 22nd Judicial District of Arkansas in Saline County and served briefly as special counsel at Wright, Lindsey & Jennings LLP in Little Rock. There, he assisted the firm’s governmental relations efforts and developed curriculum for the firm’s first publication in review of a legislative session.
Howe earned his law degree from the University of Arkansas School of Law and his undergraduate degree from the University of Arkansas, Fayetteville.
